Can we make the assumption that since Quicklogic is QVL with Mediatek that a cssp will be in all their tablet designs?

Unfortunately, you can’t make that assumption. Inclusion on a QVL means that the processor OEM has verified that the QuickLogic device functions well with their device, and that they will support designs that use the QuickLogic device.
However, inclusion on the QVL does not mandate that QuickLogic’s device is used on all designs with the processor. Rather, if and when a display bridge is needed, choosing a device from a QVL insures support to the device OEM from the processor OEM. Choosing a device not on the QVL risks processor OEM support to the device OEM.
